Program Overview

The Utility Billing Management program at the ERC provides bill verification, management, and history for de-regulated accounts allowing for more effective savings on energy bills.

Our custom web application currently pulls energy data from 10,000 accounts across 5,000 sites for the State of Illinois. In our data analysis process we apply pricing elements that simulate those from the energy suppliers offering comparison between the actual and simulated bill to highlight any discrepancies including incompleteness and errors. Both the supplier and state site are notified for corrections and price adjustments.

The ERC works closely with the Illinois Central Management Services Agency (CMS) in their efforts to lower state utility costs. We provide extensive bill history data, some portions dating back to 1998, in order to assist CMS with rate management and allow for more detailed tracking of trends in state energy usage.
